The event documentation for Campus Innovation 2023 is online

Campus Innovation 2023 took place from September 27th to 29th in the atrium of the State and University Library (SUB) Hamburg. Under the motto “Upd@te digital transformation – AI, sustainability and OER at universities,” renowned experts presented their research and expertise and discussed it with the participants. Released lecture recordings and slides are now available for download on the Campus Innovation website. The order corresponds to the chronological order of the contributions in the conference program.

Nov. 7th, 2023: Network meeting on OER policies

Network meeting on OER policies on November 7th, 2023 from 2:00 p.m. – 3:30 p.m. (online)

In dialogue with practitioners!

More and more universities in Germany are committed to OER and want to use guidelines to send a signal to teachers that they approve of creating and sharing OER. The path to such a policy, i.e. an OER policy, can vary greatly depending on the university. Determining factors here can be the size of the university and accordingly the circle of participants or the approach to policy development – top-down or bottom-up, more or less participatory, etc.

Despite different starting points, there are steps in the development of an OER policy that all universities go through. We tried to visualize these steps in an OER Policy Kit. In addition to a map with the individual steps, materials such as presentation slides or text modules for mailings are also provided. The kit is intended to provide guidance on questions such as: Where should I start? Who should I contact and when?

At the fourth network meeting we would like to present and discuss the OER Policy Kit. We developed the policy kit together with Frank Homp ( and Astrid Dreyer (HAWK Hildesheim/Holzminden/Göttingen), who explain their path to an OER policy as an example.

The policy kit provides input on the following questions:

  • Which steps are essential in the process and which are nice to have?
  • Which actors should be involved and when?
  • Which materials and tools can be useful for the coordination process?

After the presentation, you will have the opportunity to address your questions directly and discuss them together. We look forward to your impression and feedback.

Open Science Week at the Ruhr University Bochum

Sharing scientific findings, research steps and results or educational materials – open science includes many measures and practices to make knowledge and data accessible to everyone.

We open our doors and invite you to our virtual Open Science Week from October 23rd to 27th, 2023: Find out more about Open Access, Open Data and Open Educational Resources and learn in our workshops how to publish your publication as Open Access and share your research data or teaching materials with the community.

You can also take the opportunity to discuss the current developments and challenges in the Open Science community with experts and network with other people interested in Open Science.

09.03.2023: KNOER event at the OE-Week

On 09 March from 3-4 pm there was an online session in English on the topic

OER in Higher Education in Germany – Current Developments and Good Practices of Cooperation.

The OER cooperation network “KNOER” illustrated the status quo of open educational materials in the German higher education sector. A short presentation illustrates current developments in the context of OER in the German higher education context (e.g. infrastructures, initiatives, actors) at the national level as well as at the level of individual federal states.

A special focus was on the OER cooperation network “KNOER”. In this network, several German federal states work together on the topic of OER in higher education: They coordinate their OER-promoting digital learning infrastructures and services, use synergy effects and advance the topic of OER in the German higher education context. Within the framework of KNOER, central OER-relevant topics such as OER quality, OER policies or OER infrastructures are dealt with in topic-based working groups across the federal states.

After the presentation, all participants were invited to ask questions, share experiences and contribute to the discussion.

KNOER was at the OER Camp 2022

We were there!

On the first day of the OER Camp 2022 in Hamburg, the cooperation network KNOER, in cooperation with HIS-HE, organised a workshop on the topic of “Requirements for an IT infrastructure conducive to OER”. We collected and discussed ideas, experiences and suggestions with participants from the various educational sectors.


On the second day of the event, the focus was on the exchange of ideas and collaborative work on very different topics in the context of OER in numerous barcamp sessions.

Finally, on the third day of the event, thematic workshops took place on the individual fields of action of the OER strategy of the Federal Ministry of Education and Research (BMBF). The BMBF sees the OER strategy as a “learning strategy”. In the thematic workshops, the OER community had the opportunity to give impulses for the individual fields of action.

eTeach Network Thuringia joins KNOER

The eTeach Network Thuringia participates as the seventh mandated state institution in the Cooperation Network OER (KNOER).

On 23 September 2022, the Cooperation Network OER (KNOER) met to accept another state institution. The Managing Director responsible for Strategic Development, Planning & External Cooperation, Sebastian Metag, introduced the eTeach Network Thuringia to the KNOER members and representatives of the responsible ministries in a short presentation before it was unanimously decided to accept it into KNOER.

The eTeach Network sees itself as a competence network for digital higher education teaching in Thuringia and bundles all activities associated with media-supported teaching and learning in the state’s higher education sector. In addition, it promotes open exchange and the provision of experiences and results. Further information can be found at this link.

The eTeach network actively participates in KNOER with the aim of generating synergies, pooling best practice experiences and exploring cooperation with network partners from which Thuringia’s higher education institutions can benefit. KNOER is looking forward to the contributions of an institution competent in digital university teaching and to the participation of another federal state.
